What makes construction estimating in Cicero, IL different?

Cook County union labor rates, ZIP-adjusted material pricing, dense infill lots with alley access, cold-weather concrete and masonry scheduling, and Cicero's 2025 permit mix of two new privately-owned multifamily units against zero single-family units. Industrial and logistics work near the Chicago rail and truck corridors also drives scope.

  • Cicero permitted 2 new housing units in 2025, #25 among the Illinois cities we cover.
  • About 100% were in multifamily buildings; 0% were single-family.

Cicero is a built-out Cook County suburb of roughly square-mile blocks, so most work here is renovation, infill, and small multifamily rather than greenfield subdivision. That changes what an estimate has to carry. Demolition, temporary protection, alley-access restrictions, and masonry repair on older two-flat and three-flat buildings show up in nearly every takeoff, and they are easy to miss if you price from a template built for new suburban construction. We organize every estimate by CSI MasterFormat division, mark up the plan set, and deliver Excel and PDF you can drop into your bid.

Our pricing is ZIP-code-adjusted material and labor from RSMeans data, with takeoffs built in Bluebeam Revu and PlanSwift. For a town like Cicero, where a single-family teardown and a two-unit building carry very different cost structures, the unit mix matters as much as the square footage. If you are comparing this market to the rest of the state, start with our Illinois construction estimating coverage, and see nearby scopes in Evanston and Arlington Heights.

What Cicero's 2025 permit numbers tell a bidder

The U.S. Census Bureau Building Permits Survey shows Cicero issued permits for 2 new privately-owned residential units in 2025, up from 0 in 2024, with 100% of those units multifamily. Permitted value was $330,000, or $165,000 per unit, and Cicero ranked 25 of 25 among the covered Illinois cities by units, against a state total of 6,710 units. Read plainly: this is not a volume new-construction market. The work that gets estimated here is renovation, additions, masonry and roof replacement, small multifamily, and commercial or industrial fit-out. If your pipeline depends on tract housing, Cicero is not it — but the per-unit value of the multifamily work that does get permitted is real, and those jobs carry full MEP, framing, and foundation scope. Compare the surrounding demand on our Illinois construction estimating page.

Cook County conditions that change the numbers

Cicero is fully developed, so sitework is usually demolition, haul-off, and utility relocation rather than mass grading. Lots are narrow with alley access, which limits equipment size and adds hand work. The masonry building stock means lintel replacement, tuckpointing, and parapet repair are common line items, and cold winters push concrete and mortar work into heated-enclosure or accelerated-cure conditions. Confirm the adopted code edition with the Cicero building department before you price to a specific IBC or IECC year — the requirements you price to must match what the plan reviewer applies. For industrial and warehouse scopes tied to the Chicago logistics corridor, see our industrial estimating services.

Property types

Types of Cicero properties we estimate

Cicero's 2025 permit data shows only two new residential units, both multifamily, so most of the work we price here is renovation, repair, and small infill. The property types below cover what you are most likely to bid or budget.

Two-flat and three-flat

Older masonry buildings with shared entries and flat roofs. We price unit-by-unit demolition, masonry repair, and MEP replacements, then separate common-area work so you can phase the project.

Watch for: Shared utility shutoffs, separate metering, and masonry lintel replacement.

Single-family homes

Cicero's housing stock includes bungalows, workers' cottages, and post-war ranches on narrow lots. Estimates carry full tear-off roofing, window replacement, and basement waterproofing as line items.

Watch for: Alley access, dumpster permits, and garage demolition.

Small multifamily infill

New two- to six-unit buildings on scattered lots. We price sitework, foundations, framing, and MEP from the ground up, with unit counts and common-area square footage broken out separately.

Watch for: Tight lots, utility tie-in depths, and fire separation ratings.

Commercial storefronts

Retail and service buildings along Cermak Road and Cicero Avenue. Takeoffs include storefront glazing, ADA restrooms, HVAC rooftop units, and electrical service upgrades sized to the tenant's load.

Watch for: ADA compliance, grease interceptors, and signage permits.

Industrial and warehouse

Small warehouses and light-industrial buildings near the rail corridors. We price slab-on-grade, structural steel, overhead doors, and fire protection by CSI division so you can compare trade quotes.

Watch for: Slab thickness, column clear heights, and NFPA 13 sprinkler coverage.

Mixed-use buildings

Ground-floor commercial with apartments above, common on the main corridors. Estimates separate the commercial shell from residential fit-out and carry separate MEP systems and fire separations.

Watch for: Occupancy separation, egress stairs, and grease duct routing.

Local factors

What changes a construction estimate in Cicero

Cicero is built out, so the cost drivers are mostly existing conditions, code upgrades, and tight-site logistics. The six factors below explain why two projects with the same square footage can price very differently here.

Permitting and code upgrades

Cicero enforces the Illinois Plumbing Code and the adopted editions of the IBC and IRC, with local amendments. Renovation permits often trigger upgrades to egress, fire separation, and ADA accessibility that were not in the original scope. Confirm the adopted code edition and inspection sequence with the Cicero building department before you finalize your bid. We price the drawn scope and flag likely upgrade triggers as allowances.

Soils and foundations

Cicero sits on glacial till and clay soils with a high water table in low-lying areas near the South Branch of the Chicago River. Basements are common, and underpinning or helical piers are often needed for additions and teardowns. We price excavation, backfill, and dewatering separately from the foundation concrete so you can see the risk. A geotechnical report changes the number more than any other document.

glacial till · clay soils · helical piers · dewatering

Climate and weather

Cook County sees roughly 36 inches of snow and freeze-thaw cycles from November through March. Flat roofs on two-flats and three-flats take the brunt, so we carry full tear-off, ice-and-water membrane, and tapered insulation as separate lines. Masonry freeze-thaw damage on older buildings is common, and tuckpointing quantities are easy to underestimate. Winter conditions also add temporary heat and cold-weather concrete protection.

freeze-thaw · ice-and-water membrane · tuckpointing · temporary heat

Labor and union rates

Cicero is a union-heavy market for masonry, roofing, and mechanical trades, and prevailing wage applies to public work. RSMeans data adjusted to the local ZIP code captures the base rate, but overtime, shift work, and scaffold time on tight lots are separate. We break labor hours by trade so you can compare union and non-union quotes on the same scope. Verify current wage determinations for any publicly funded project.

prevailing wage · union trades · RSMeans · scaffold time

Site access and drainage

Most Cicero lots are 25 to 30 feet wide with alleys at the rear, so staging, crane picks, and concrete deliveries need careful sequencing. Alley restrictions and street permits add cost that never appears on a drawing. Stormwater management is handled through the Metropolitan Water Reclamation District, and on-site detention or rain gardens may be required for larger impervious areas. Confirm the current requirements with the local building department.

alley access · MWRD · on-site detention · staging

Materials and logistics

Cicero is inside the Chicago material supply chain, so brick, block, and ready-mix are readily available, but older buildings often need custom masonry matches and non-standard lumber sizes. Sales tax in Cook County is higher than most of Illinois, and that applies to materials you purchase directly. We price material and labor separately so you can see the tax line. Lead times on custom windows and storefront glazing are the most common schedule risk.

How Cicero conditions show up in a takeoff, trade by trade

Cicero's mix of aging masonry stock, tight lots, and industrial infill shapes what a real takeoff has to capture. Here are five trades where local conditions change the line items.

Sitework and demolition

Most Cicero parcels are infill, so a takeoff starts with demolition and haul-off, not new construction. You will see line items for saw-cutting existing slab, removing abandoned footings, and hauling spoils to a licensed facility. Because lots are narrow, excavators and dump trucks often stage on the street, which adds traffic-control and permit time. Separate the removal of existing utilities from new work; old clay sewer laterals and lead water services are common and must be capped or replaced. If your project includes parking or paving, our sitework estimating services break out aggregate base, binder, and surface course by square yard. Confirm the local right-of-way and haul-route rules with the Cicero building department before you price trucking.

Masonry and framing

Cicero has a deep stock of brick two-flats and masonry commercial buildings, so masonry repair and new masonry are common. A takeoff should separate face brick, common brick, CMU backup, lintels, flashing, and weep holes. For wood-frame projects, price dimensional lumber, engineered floor joists, sheathing, and hardware by piece and sheet. In older buildings, you will also carry blocking, firestopping, and draftstopping. Our framing estimating services and multi-family estimating services cover both new frame and repair scopes. Because many Cicero lots are only 25 feet wide, staging and crane access affect labor hours. Confirm the local masonry code and any historic-district review with the building department.

MEP systems

Cicero's housing stock often has undersized electrical services, galvanized water lines, and gravity furnaces or window units. A takeoff for a gut rehab should include a new 200-amp service, branch wiring, devices, and fixtures; copper or PEX water lines and PVC or cast-iron drain lines; and a high-efficiency furnace with ductwork or a boiler with baseboard. For commercial and industrial work, add make-up air, exhaust, and fire sprinkler mains. Our MEP estimating services price fixtures, valves, hangers, and insulation by count and linear foot. Because many buildings are older, you will also carry core drilling and patching. Confirm the adopted plumbing and electrical code editions with the local building department.

Concrete and foundations

Cicero sits on glacial till and clay, so foundation takeoffs must carry over-excavation and engineered fill, not just footings. For a typical two-flat or small commercial building, you will price continuous footings, foundation walls, slab-on-grade with vapor barrier and rigid insulation, and any interior piers. Watch for existing rubble or old foundation walls that were never removed. Flatwork is a separate scope: aprons, sidewalks, and garage slabs. Our foundation estimating services and concrete estimating services both track formwork by square foot of contact area, rebar by pound with lap and waste, and concrete by cubic yard. Confirm the adopted code edition and soil requirements with the local building department before finalizing footing sizes.

Roofing and waterproofing

Cicero's freeze-thaw cycles and summer hail put roofing on almost every renovation scope. For flat roofs, price membrane, insulation, cover board, flashing, and drains by square. For steep-slope, price underlayment, ice-and-water shield at eaves, drip edge, and ridge vent. On masonry buildings, you also need through-wall flashing and parapet cap. Our roofing estimating services track squares, linear feet of flashing, and each penetration. Because many roofs are on two- and three-story walk-ups, tear-off and disposal costs run higher than on a single-family home. Confirm the local roofing permit and any contractor-licensing requirements with the Cicero building department.

Scope gaps we see on Cicero bids

  • Existing foundation removal and rubble disposal are left out when the drawings show new footings only.
  • Temporary heat, power, and toilet facilities are not carried on winter gut rehabs.
  • Permit expediting and third-party inspections are excluded from the general conditions.
  • Masonry lintel replacement and through-wall flashing are missing on facade repair scopes.
  • Final cleaning, debris haul-off, and dumpster permits are omitted from the closeout section.

Worked example: concrete slab for a Cicero two-flat

This example sizes a slab-on-grade for a typical Cicero two-flat. The dimensions are illustrative. We assume a 25-foot-wide by 48-foot-deep building footprint, a 4-inch slab thickness, and a 10% waste factor on concrete. The slab area is 25 x 48 = 1,200 SF. At 4 inches thick, the volume is 1,200 x (4/12) = 400 CF. Dividing by 27 gives 14.81 CY. Adding 10% waste yields 16.29 CY, which we round up to 16.5 CY for ordering. Rebar at #4 on 18-inch centers each way: the long direction needs 48/1.5 = 32 bars at 25 ft, and the short direction needs 25/1.5 = 17 bars at 48 ft. Total linear feet is (32 x 25) + (17 x 48) = 800 + 816 = 1,616 LF. At 0.668 lb per LF, that is 1,080 lb, or 0.54 ton. Vapor barrier covers 1,200 SF plus 10% laps = 1,320 SF. Rigid insulation under slab, if specified, is the same 1,200 SF. Formwork for the slab edge is the perimeter: 2 x (25 + 48) = 146 LF. These quantities feed the concrete, rebar, and insulation lines in the estimate. Your actual footing and slab dimensions will differ; confirm with your engineer and the Cicero building department. FAQ

Cicero construction estimating questions

What kind of projects do you estimate in Cicero?

We estimate all project types in Cicero, from single-family gut rehabs to multi-family walk-ups, commercial retail, and light industrial. Our team works from your plans and specs to produce a CSI-organized takeoff with marked-up drawings. We use Bluebeam Revu, PlanSwift, and RSMeans data adjusted for Cicero ZIP codes. For a broader view of the state, see our Illinois construction estimating services.

How long does a Cicero estimate take?

Most Cicero projects are returned in 24 to 48 hours. Larger multi-family or commercial projects may take longer, and rush service is available. You receive Excel and PDF files organized by CSI MasterFormat division, plus marked-up plan sets so you can see exactly what we measured. That turnaround holds for the trades we cover, from sitework to MEP.

Do you handle Cicero's older masonry buildings?

Yes. Cicero's housing stock includes many brick two-flats and masonry commercial buildings. We take off masonry repair, lintel replacement, flashing, and tuckpointing separately from new masonry. For gut rehabs, we also measure the existing conditions that affect scope, such as abandoned foundations and undersized utilities. Our multi-family estimating services are built for that kind of work.

What local codes affect a Cicero takeoff?

Cicero follows the Illinois adopted codes, which are based on the IBC, IRC, IECC, NEC, and IPC. The exact edition can change, so confirm with the Cicero building department. Your takeoff should reflect the adopted edition for items like insulation R-values, egress, and fire separation. We flag code-driven line items so you can verify them before you bid.

How do you price labor for Cicero?

We use RSMeans data adjusted by ZIP code for Cicero. That captures local union rates and material costs. For trades like masonry and roofing, we also factor in access and staging because many Cicero lots are narrow and require street permits. If you need a specific trade priced separately, we can break it out.

Can you estimate a Cicero project from a sketch or photos?

We prefer plans and specs, but for small projects we can work from dimensioned sketches or photos with measurements. The accuracy depends on the information you provide. For a firm takeoff, we need enough detail to measure quantities and identify scope. If you are missing elevations or sections, we will tell you what to send.

Do you cover Cicero's surrounding suburbs?

Yes. We cover Cicero and the broader Chicago area, including nearby cities like Berwyn, Oak Park, and Stickney. We also serve other Illinois cities such as Peoria, Champaign, Waukegan, Bloomington, Arlington Heights, and Evanston. If your project is in one of those areas, we can apply the same takeoff process.

What deliverables do I get with a Cicero estimate?

You receive an Excel workbook and PDF with quantities organized by CSI MasterFormat division. We also provide marked-up plan sets showing what we measured. That makes it easy to compare with subcontractor bids and spot scope gaps. For a sample of the format, see our commercial estimating services page.

Where does your Cicero permit data come from?

Our permit data comes from the U.S. Census Bureau's Building Permits Survey. It counts new privately-owned residential units only. For Cicero in 2025, the survey shows 2 multifamily units and no single-family units, with a total permitted value of $330,000. That data does not include commercial or industrial permits. For context, the same survey shows 6,710 units statewide.

How do I get started with a Cicero estimate?

Send your plans and specs through our Get an estimate page. Tell us the project type, square footage, and any specific trades you need. We will confirm the scope and turnaround, then deliver the takeoff in Excel and PDF. If you are comparing cities, our Evanston construction estimating page shows a similar process.
