Sitework and excavation
Clearing, mass excavation, rock removal and subbase quantities for I-81 corridor warehouse pads and steep-slope residential lots.
CY · SF · TONHazleton sits where I-81 meets the I-78 corridor, so your bids compete with Lehigh Valley and Central PA pricing. We produce line-item takeoffs and estimates organized by CSI MasterFormat division, delivered in 24–48 hours for most projects.
Three local cost drivers stand out: ridge-and-valley roof geometry on steep-slope housing, cold-weather concrete placement in the Hazleton area, and warehouse shells along the I-81 corridor. Anthracite-region soils and rock also affect foundation excavation. Pricing follows ZIP-code-adjusted material and labor rates, not a national average.
Hazleton is a small city in Luzerne County with a construction market that splits three ways: older housing stock needing roofing, framing and foundation work; light industrial and warehouse projects tied to the I-81 and I-78 corridors; and a steady trickle of multifamily permits. The U.S. Census Bureau's 2025 Building Permits Survey shows Hazleton issuing 5 new privately-owned residential units, all multifamily, with a permitted value of $93,750. That is a small number, but it tells you the residential side here is not tract-home volume — it is infill, renovation and small multifamily.
That mix changes how you estimate. A warehouse shell on the I-81 corridor is a steel-and-slab problem with sitework and MEP depth. A duplex renovation near downtown Hazleton is a selective-demolition and framing problem with unknown existing conditions. We price both the same way: quantity takeoff first, then ZIP-code-adjusted material and labor, organized by CSI MasterFormat division. If you are comparing bids across the region, our Pennsylvania construction estimating page covers how we handle the state's prevailing-wage and code-adoption differences. For projects closer to the Lehigh Valley, see our Easton construction estimating page.
For bidders. You need a takeoff you can defend line by line. We deliver Excel and PDF estimates by CSI division with marked-up plan sets, so you can see exactly where the quantities came from before you set your number.
For builders. You are buying material and scheduling crews. We break out concrete, framing, roofing and MEP quantities by unit — CY, LF, SF, TON — so your purchase orders and labor hours match the scope you signed.
For owners. You want a budget before design is finished. We estimate from schematic plans and note assumptions, exclusions and allowances, so you can compare options without treating a rough number as a bid.

5 new housing units in 2025 (0% vs 2024).
0 single-family · 5 multifamily (100%).
The 2025 Building Permits Survey shows Hazleton with 5 new privately-owned residential units, all multifamily, and a permitted value of $93,750 — an average of $18,800 per unit. That average is low for new construction, which usually means the permitted value reflects a limited scope or a partial filing rather than a full turnkey build. For bidders, the practical read is that Hazleton's residential work is not large subdivision volume. It is small multifamily, infill and renovation, where existing-condition allowances and selective-demolition line items matter more than tract pricing. The city ranks 14th of 25 covered Pennsylvania cities by units, with 0.1% of the covered state total of 5,912 units. Compare that to the Pennsylvania construction estimating overview for how the state's larger metros drive volume.
Hazleton's position on I-81, with I-78 nearby, keeps warehouse and light-industrial construction active in the area even when residential permits are flat. These projects are estimated differently from housing: slab-on-grade and tilt-up or steel erection quantities, fire-protection scope under NFPA 13, and MEP systems sized for racking loads and dock equipment. Sitework is often the largest single division — clearing, mass excavation, subbase and paving — and it is where bids are won or lost. If your project is industrial, our industrial estimating services page covers the divisions we take off. For a nearby market comparison, see Norristown construction estimating.
We take off quantities and build line-item estimates for the project types that actually get built in and around Hazleton. Each estimate is organized by CSI MasterFormat division and priced with ZIP-code-adjusted material and labor.

Hazleton's older housing stock means tear-off, sheathing replacement and foundation repairs. We quantify the hidden scope from marked-up plans so your labor hours match actual conditions.
You are comparing shell-and-core costs for warehouse and light industrial sites. We break out sitework, slab, steel and MEP separately so you can phase or value-engineer each package.
You need a budget before design is complete. We estimate from schematic drawings, list assumptions and exclusions, and flag existing-condition allowances for selective demolition.
You want quantities that match your drawings for cost checks and owner updates. We return marked-up plan sets with the Excel estimate so you can trace every line item.
Hazleton's 2025 permits were all multifamily units. We estimate duplex and small apartment scopes by unit — concrete, framing, roofing, MEP — so your pro forma reflects real costs.
We estimate projects in Hazleton and across Luzerne County, from downtown infill to sites along the I-81 and I-78 corridors. If your project is in one of the nearby cities we cover, the same ZIP-code-adjusted pricing applies.
Hazleton's 2025 permit data shows 5 new privately-owned residential units, all multifamily. That mix — plus the city's older housing stock and I-81 corridor warehouse growth — shapes the property types we estimate most often here.
Duplexes and small apartment buildings are the residential permit type in Hazleton. We take off concrete, framing, roofing and MEP by unit, then apply ZIP-code-adjusted material and labor for Luzerne County.
Watch for: Fire separation, unit-by-unit MEP rough-in, shared egress
Sites along I-81 and I-78 draw distribution and light manufacturing. We estimate slab-on-grade, steel erection, dock equipment, and sitework separately so you can bid the shell or the full turnkey package.
Watch for: Slab flatness, dock heights, utility capacity
Much of Hazleton's housing predates modern codes. We quantify selective demolition, framing repairs, roofing tear-off and foundation work from marked-up plans, and carry allowances for concealed conditions.
Watch for: Lead and asbestos, knob-and-tube wiring, undersized framing
Downtown Hazleton has commercial ground floors with residential above. We split the estimate by CSI division and by floor so you can separate tenant fit-out costs from base-building work.
Watch for: Occupancy separation, stair pressurization, ADA upgrades
Schools, churches and strip retail in the Hazleton area need estimates that account for prevailing wage and phased occupancy. We organize quantities by division and note wage classifications on the summary sheet.
Watch for: Prevailing wage, phased turnover, existing systems tie-in
Grading, storm drainage and paving are often the largest cost on Hazleton-area warehouse sites. We take off cut and fill, pipe runs, structures and paving by unit, then price with local material and labor rates.
Watch for: Rock excavation, stormwater management, utility conflicts
Hazleton sits in the Ridge-and-Valley section of the Appalachians, where steep terrain, variable soils and cold winters affect every trade. These are the factors we adjust for when pricing a Luzerne County project.
Pennsylvania enforces a statewide Uniform Construction Code, but the adopted edition and local amendments can vary. Hazleton projects may require zoning, stormwater and highway occupancy approvals in addition to building permits. We list permit and inspection requirements as exclusions unless you ask us to carry them. Always confirm the adopted code edition and fee schedule with the local building department before you finalize your bid.
Uniform Construction Code · local building department · zoning officeMuch of the Hazleton area sits on weathered shale, sandstone and coal-bearing strata, with fill from past mining and rail activity in places. That means footing design often needs a geotechnical report, and rock excavation or over-excavation can appear as a change order. We carry allowances for unsuitable bearing soils and note when a test pit or boring log is missing from the bid documents.
geotechnical report · rock excavation · fill soilsHazleton gets cold winters with freeze-thaw cycles that drive frost depth, concrete curing and roofing schedules. We include winter protection measures — blankets, enclosures, temporary heat — when the schedule runs into cold months. Roofing tear-off and masonry work are weather-sensitive, so we note weather-day allowances rather than burying them in the labor rate.
frost depth · freeze-thaw · winter protectionThe Hazleton-area labor pool is smaller than Philadelphia or the Lehigh Valley, so trades like glazing, fire protection and specialty MEP may travel from Wilkes-Barre or Allentown. We price labor with ZIP-code-adjusted rates and note when a trade is likely to carry per-diem or travel time. On public work, prevailing wage classifications change the labor burden, and we show that separately.
prevailing wage · travel time · labor burdenSteep slopes and stormwater rules in the Susquehanna watershed affect sitework quantities on Hazleton-area projects. We take off erosion control, sediment basins, riprap and pipe runs by unit, and flag when a stormwater management plan is not yet approved. On tight downtown lots, staging and shoring can add cost that a plan-only takeoff will miss.
stormwater management · erosion control · Susquehanna watershedHazleton is roughly halfway between Allentown and Scranton, so most material comes from distributors in those metros. Delivery lead times for steel, switchgear and rooftop units can stretch the schedule, and we note long-lead items on the estimate summary. We price materials with ZIP-code-adjusted rates and separate sales tax where it applies to the project type.
long-lead items · sales tax · distributor lead timesFive trades carry most of the risk on Hazleton-area work, from the mine-scarred ground under the West Hazleton side to the wind-driven rain on the ridge above the city.
Luzerne County ground around Hazleton is a mix of glacial till, weathered sandstone and shale, and legacy coal-mine spoil, so a takeoff that assumes clean common excavation will miss the hardest line item on the job. We separate topsoil strip, rock excavation, unsuitable-material undercut, and structural fill, each with its own cubic-yard quantity and haul-off allowance. On I-81 corridor warehouse pads, over-excavation of 2 to 4 feet below footing elevation is common, and the imported 2RC or 2A stone is measured by the ton, not the yard. Include sediment basins, silt fence, and construction entrance stone in the site package rather than burying them in general conditions. Our sitework estimating services break these out line by line.
Wood framing dominates residential work in the city and the surrounding townships, while light-gauge steel shows up on commercial shells near the Route 924 and Route 309 corridors. We take off wall framing by linear feet of plate with stud count at 16 inches on center, adding headers, trimmers, and blocking as separate counts. Floor and roof framing go in by square feet of area with joist or truss spacing noted, plus a typical 5 to 10 percent waste on dimensional lumber and 10 percent on sheathing. Ice-and-water membrane at eaves and valleys is a real line item here given the freeze-thaw cycles. Our framing estimating services and residential estimating services cover both stick-framed and panelized packages.
On multifamily and mixed-use work in Hazleton, MEP is where the budget moves fastest. We count plumbing fixtures by type, measure domestic water and DWV piping by linear feet with material and size, and take off supply and return ductwork by pound or by square foot of sheet metal depending on the spec. Electrical is counted by device, fixture, and panel, with home runs measured by linear feet of conduit and wire. Rooftop units, exhaust fans, and make-up air are counted individually with curb and crane allowances. Our MEP estimating services produce a division-by-division takeoff you can drop straight into your bid.
Frost depth in this part of Pennsylvania drives footings to roughly 36 to 42 inches below grade, which means more concrete per linear foot of wall than a southern-PA estimate would carry. We take off continuous footings by linear feet, spread footings by count, and slab-on-grade by square feet with a typical 5 to 10 percent waste factor. Basement walls are measured by square foot of wall face with thickness noted, and we add form ties, snap ties, and waterstop at cold joints as separate items. For the multifamily infill and small commercial work around Hazleton, pump charges and winter admixtures need a line. See our concrete estimating services and foundation estimating services for the full breakdown.
Hazleton sits high enough that wind uplift and snow drift matter on every roof takeoff. We measure roof area in squares, then break out underlayment, ice-and-water membrane at eaves and penetrations, drip edge, valley metal, and ridge vent by linear feet. On low-slope commercial roofs along the corridor, tapered insulation is taken off by square with average R-value and crickets at drains counted individually. Flashing at chimneys, curbs, and wall intersections is counted by linear feet because that is where the leak calls come from. Our roofing estimating services itemize each of these so your bid does not absorb them.
Quick check for a single element. For a full drawing set, send the plans and we measure everything, including the items calculators miss.
Typical waste: 3–5% for slabs, 5–10% for footings and walls. Truck count assumes 10 CY loads; confirm load size with your ready-mix supplier.

This example prices the continuous footing for a three-story multifamily building on a site near the Arthur Gardner Parkway side of the city. Dimensions are illustrative; your plan dimensions govern.
The footing runs 240 linear feet around the perimeter and under two interior bearing walls, for 360 LF total. The footing is 24 inches wide and 12 inches deep, set at 42 inches below grade to clear frost. Volume per linear foot is 2.0 ft x 1.0 ft = 2.0 CF, so 360 LF x 2.0 CF = 720 CF. Dividing by 27 gives 26.7 CY.
Add a 7 percent waste factor for over-excavation and spillage: 26.7 x 1.07 = 28.6 CY. We round to 29 CY for ordering. Rebar is taken off separately: four #5 continuous bars plus #4 stirrups at 24 inches on center. Continuous bar length is 360 LF x 4 = 1440 LF, plus 10 percent lap and waste = 1584 LF. Stirrups: 360 LF / 2.0 ft = 180 stirrups at 4.0 LF each = 720 LF, plus 5 percent = 756 LF.
Formwork is measured by square foot of contact area. Both sides of the footing: 360 LF x 1.0 ft x 2 sides = 720 SF. Add 5 percent for blocking and bulkheads = 756 SF.
| Step | Calculation | Quantity | Unit |

For pricing, we apply ZIP-code-adjusted material and labor rates for the Hazleton area through RSMeans data, then present the result in Excel and PDF by CSI division. If your project is in Luzerne County but outside the city, the concrete and rebar quantities stay the same; only the labor rate and haul distance change. Send the foundation plan and we will return a takeoff within 24 to 48 hours.
We price by project scope, not by a flat city rate. A single-family takeoff and a three-story multifamily takeoff are different amounts of work. Send the plan set and we will quote the fee before we start. Most Hazleton-area projects come back within 24 to 48 hours, and rush turnaround is available if your bid date is close.
The permit figures we cite come from the U.S. Census Bureau Building Permits Survey, which counts permits issued by the city itself for new privately-owned residential units only. It does not include commercial permits, additions, or renovations. For the 2025 survey year, Hazleton recorded 5 new residential units, all multifamily, with a permitted value of $93,750. Always confirm current activity with the city's code office before you rely on it for a bid decision.
Yes. Legacy coal-mine spoil and variable glacial till across the Hazleton area mean we separate rock excavation, unsuitable-material undercut, and imported structural fill into their own line items. If your geotechnical report identifies mine spoil or voids, we carry those quantities separately so they do not get buried in general excavation. We also note where a specialty grouting or compaction allowance should be added if the geotech recommends it.
We add line items for heated enclosures, concrete accelerators, temporary heat, and cold-weather protection when the schedule places concrete or masonry work between November and March. These are separate from general conditions so you can see the cost. If your schedule is not set, we can show the estimate both ways and let you decide.
Every takeoff comes as Excel and PDF, organized by CSI MasterFormat division, with the marked-up plan set showing what we measured and where. You can sort the Excel by division, trade, or line item. If your estimating software needs a different structure, tell us before we start and we will match it.
Yes. Warehouse and distribution work along I-78 and I-81 is one of the strongest demand drivers in this part of Pennsylvania. We take off sitework, concrete slabs and tilt-up panels, structural steel, roofing, and MEP by division. For large pads, we separate over-excavation and imported stone from general grading so the earthwork number is defensible.
Yes. We cover all of Luzerne County and the surrounding area, including work in nearby cities such as Wilkes-Barre, Scranton, and Pottsville. Labor rates and material pricing are adjusted by ZIP code, so a project in Hazleton and a project in another county will show different unit costs even when the quantities match.
Send the architectural, structural, civil, and MEP plan sets, the specifications, and any geotechnical report you have. If a bid form or schedule is available, include it. Mark which divisions you want priced. If drawings are incomplete, we can still take off what is shown and list the assumptions clearly so you know what is missing.
Accuracy depends on the quality of the drawings and the completeness of the scope you ask us to price. We measure from the plan set, apply typical waste factors by material, and adjust pricing by ZIP code. We do not guess at dimensions. If a drawing is unclear, we flag it in the marked-up set and list it as an assumption rather than pricing it silently.
Yes. Send the original scope and the change directive or sketch, and we will take off only the added and deleted work. We separate labor, material, and equipment so you can apply your markup. Change order takeoffs are usually faster than a full bid takeoff because the scope is smaller and the plan set is already familiar.
Upload your plan set and we will return a division-by-division takeoff in Excel and PDF, typically within 24 to 48 hours.
