Sitework and excavation
Cut and fill, shoring, dewatering and export for hillside and Bay Mud sites across Oakland.
CY · LF · TONScope Precision Estimate produces material and labor takeoffs for Oakland contractors, developers and owners. We work from your plan set in Bluebeam Revu, PlanSwift and RSMeans data, and return Excel and PDF quantities organized by CSI MasterFormat division with the marked-up drawings.
Oakland pricing turns on soft-story retrofit scope, hillside foundations on Franciscan melange and Bay Mud, Title 24 envelope and lighting compliance, Port of Oakland and Coliseum-area commercial work, and Alameda County permitting review. Multifamily dominates new residential permits, so unit-count-driven takeoffs matter more than single-family repetition.
Oakland sits on some of the most variable ground in the Bay Area. The flatlands around West Oakland and the Oakland Army Base rest on Bay Mud and fill, while the hills above Piedmont Avenue and Montclair run into Franciscan melange, steep grades and pier-and-grade-beam foundations. Two buildings a mile apart can carry foundation costs that differ by a factor, and a takeoff that ignores that will lose the bid or eat the margin.
We price against ZIP-code-adjusted material and labor rates rather than a single national average, so Alameda County wage and supply conditions show up in the numbers you send out. Most projects come back in 24–48 hours, with rush turnaround available. If you are comparing our output to a bid from another Bay Area firm, start with the California construction estimating overview, then look at how we handle multi-family and commercial scopes specifically.
For bidders. You need quantities you can defend in a bid opening. We return division-sorted Excel with marked-up plans so you can trace every LF, SF and CY back to the sheet it came from before you sign a lump sum.
For builders. You are buying out subs and ordering material. We break scope by trade with waste factors stated, so your framing, concrete and MEP packages go out with the same quantities your superintendent will build to.
For owners. You need a budget before design is finished. We takeoff what is drawn, flag what is missing, and give you a cost basis you can compare against contractor bids as the documents tighten.

362 new housing units in 2025 (-10% vs 2024).
78 single-family · 284 multifamily (78%).
Oakland issued 362 new privately-owned residential units in 2025, down about 10% from 402 in 2024, per the U.S. Census Bureau Building Permits Survey. Of those, 284 units were multifamily — 78% of the total — against 78 single-family units. Permitted value was $60M, averaging $165,300 per unit. For a bidder, that mix means your Oakland pipeline is mostly 5-over-1 podiums, infill townhomes and ADU clusters, not tract houses. Unit-count-driven takeoffs (fixtures per unit, drywall SF per unit, panel schedules per unit) beat repetition-based estimating. Oakland ranked 18 of 25 among the covered California cities by units and took about 1% of the 36,591 statewide units, so local permit competition is concentrated among a small number of active builders. See how the same drivers play out in Sacramento and Fresno.
With $165,300 average permitted value per unit, Oakland projects carry enough value that foundation and structural decisions swing the budget more than finish choices. Hillside sites need drilled piers, grade beams and shoring priced by the linear foot, not a blanket allowance. Flatland sites near the estuary need dewatering, mat slabs or piles, and corrosion protection on buried steel. Soft-story retrofit work on existing wood-frame buildings adds moment frames, shear walls and hold-downs that never appear on new-construction templates. Add Title 24 envelope, lighting and ventilation compliance, and the MEP and foundation portions of your estimate deserve line-item detail, not percentages. Confirm the adopted code edition with the local building department before you lock scope.
Each takeoff below is built from your plan set, priced with ZIP-adjusted Alameda County rates, and delivered in Excel and PDF by CSI MasterFormat division.

284 of Oakland's 362 new residential units permitted in 2025 were multifamily, so most of your volume is 5-over-1, townhouse and podium work. We break out Type III vs Type V framing, decks and fire-rated assemblies.
Piedmont Avenue, Montclair and Sequoyah-area lots mean pier-and-grade-beam foundations, retaining walls and shoring. We quantify drilled piers by depth and diameter rather than a flat SF allowance.
Downtown, Uptown and Jack London Square offices and restaurants turn over constantly. We take off demising walls, storefronts, MEP tie-ins and ADA upgrades from the architect's plan set.
You bid one trade and need a clean scope boundary. We mark up the sheets, state waste factors, and separate base bid from alternates so your proposal matches the GC's bid form.
You need a cost basis while drawings are still at schematic or design development. We takeoff what is drawn, list the missing items, and let you compare against contractor bids as documents tighten.
We take off plans for projects across Alameda County and the surrounding East Bay, from flatland infill to hillside rebuilds. If your job is in one of these areas, send the plan set and we will price it at the ZIP code it is built in.
Oakland permitted 362 new privately-owned residential units in 2025, 78 single-family and 284 multifamily, at a permitted value of about $60M. That mix, plus a steady flow of commercial and institutional work, is what our takeoffs are built around.
Podium and 5-over-1 buildings on flatland lots, plus townhouse rows in the corridors. We take off unit-by-unit so you can see cost per unit and per SF before you commit to a land price.
Watch for: Type III vs Type V framing, deck waterproofing, fire-rated separations
New homes and major rebuilds on sloped lots above Montclair and Joaquin Miller. Foundation scope usually drives the bid, so we quantify piers, grade beams and retaining walls separately from the house.
Watch for: Pier depth, shoring, excavation haul-off, drainage
Offices, restaurants and retail in Downtown, Uptown and Jack London Square. We work from the architect's set and the shell conditions, and separate landlord work from tenant work so the boundary is clear.
Watch for: Demising walls, storefront, MEP tie-ins, ADA path of travel
Warehouses, auto rows and older masonry buildings converted to housing or mixed use. Existing structure means selective demo, seismic upgrades and new MEP routed through old framing, none of which a stock assembly covers.
Watch for: Selective demo, seismic retrofit, unforeseen conditions
Schools, clinics, community buildings and port-related work. These packages come with bid forms, alternates and prevailing-wage requirements, so quantities have to be traceable to the sheet and the specification section.
Watch for: Prevailing wage, alternates, allowance items
Garage conversions, rear additions and detached ADUs across the flatlands. Small jobs still carry full scope: foundation, framing, envelope, MEP and a kitchen or bath, and the unit prices matter more than the total.
Watch for: Existing structure tie-in, utility capacity, egress
Two Oakland bids on similar drawings can differ by a wide margin once ground conditions, code requirements and trade labor are priced honestly. These are the six drivers we see move numbers most often.
Oakland plan review runs through the city's building department, and larger projects also touch Planning, Public Works and sometimes BCDC or the Port for waterfront sites. Review comments and resubmittals add time, and time carries carrying cost, design fees and escalation on your buyout. We price the scope as drawn and flag items that will likely draw a comment, such as egress, fire separation and stormwater treatment. Confirm the adopted code edition and any local amendments with the building department before you lock a schedule.
City of Oakland Building Department · Planning and Building · BCDC waterfront permitsFlatland sites in West Oakland and around the former Army Base sit on Bay Mud and fill, which usually means deep foundations, mat or pile-supported slabs and dewatering. Hillside lots in Montclair and the Sequoyah area run into Franciscan melange and slope stability, so drilled piers, grade beams and shoring are common. A geotechnical report changes the foundation line item more than any other document in the set. Price the foundation from the soils report, not from a per-SF allowance.
Bay Mud · Franciscan melange · Geotechnical report · Pier-and-grade-beamOakland sits close to the Hayward Fault, so seismic detailing affects foundations, shear walls, hold-downs and MEP bracing across nearly every project type. In the hills, the wildland-urban interface triggers ignition-resistant construction requirements on roofs, vents, decks and siding. Both add material and labor that a generic California assembly will miss. Check the current adopted code edition and the local fire hazard severity zone for the parcel.
Hayward Fault · CBC seismic provisions · WUI ignition-resistant construction · Fire hazard severity zonesAlameda County labor rates are among the higher ones in the state, and public work carries prevailing-wage and certified payroll obligations. Private multifamily and commercial projects still compete for the same crews, so trade availability drives bid day pricing as much as the wage table does. We price labor at ZIP-code-adjusted rates and keep the labor hours visible so you can adjust for your own crew mix and productivity. If your project is public, tell us so the wage basis is set correctly.
Alameda County wages · Prevailing wage · Certified payroll · ZIP-code-adjusted laborOakland's stormwater requirements and creek protections affect sitework: bioretention, flow-through planters, permeable paving and sometimes creek setbacks on parcels near Sausal Creek or Temescal Creek. Steep lots add retaining walls, drainage benches and haul-off that a flat-site takeoff never carries. Density bonuses and inclusionary requirements can also reshape unit counts mid-design. Take off the civil set alongside the architectural set, and reconcile the two before you bid.
Stormwater C.3 requirements · Creek protection · Retaining walls · Haul-offMost material reaches Oakland sites through tight urban streets with limited staging, so deliveries, crane picks and traffic control have to be planned and priced. Concrete, steel and MEP equipment come from Bay Area suppliers and are subject to regional lead times. California sales tax applies to materials, and Oakland sits in a combined rate that differs from neighboring cities, so confirm the rate for the delivery point. Freight, staging and tax belong in the estimate, not in a contingency line.
Urban staging · Bay Area suppliers · California sales tax · Delivery pointOakland's mix of hillside residential, flatland commercial and waterfront industrial means the same plan set prices differently block by block. Here is where that shows up in the quantities.
In the Oakland hills, cut and fill rarely balance, so we carry export quantities and haul-off separately from on-site borrow. Flatland sites over Bay Mud often need over-excavation and import of engineered fill, which we measure by cubic yard with a swell factor applied to the bank volume. Shoring, dewatering and temporary erosion control go on their own lines rather than buried in a general conditions lump sum. Storm drainage tie-ins to the city's combined system are a common cost driver, so we list pipe runs by diameter and depth. For a full breakdown of these items, see our sitework estimating services.
Wood-framed residential over a concrete podium is the dominant Oakland multifamily type, and the transition between the two is where takeoffs go wrong. We count studs by wall type and height, then add plates, blocking, sheathing and hardware as separate line items rather than a per-square-foot allowance. Seismic detailing adds hold-downs, anchor bolts and shear-nail schedules that must be counted, not assumed. Structural steel for commercial and industrial work is taken off by piece with connection material and fireproofing listed separately. Framing estimating services covers both light frame and steel.
California's energy code pushes heat pump systems, high-efficiency domestic hot water and tighter envelope requirements, all of which change equipment counts and electrical loads. We take off fixtures, devices and equipment by count, then pipe and duct by linear foot with fittings, valves and hangers as separate lines. Older Oakland buildings frequently need panel upgrades and gas line modifications that only appear once someone reads the existing conditions notes. Title 24 documentation affects equipment selection, so confirm the adopted code edition with the local building department. MEP estimating services covers the full set.
Soft bay-adjacent soils drive mat slabs, deepened footings and occasionally piles, and each changes the concrete quantity and the rebar tonnage. We take off formwork by contact area, not by cubic yard of concrete, because the two diverge sharply on stepped footings and retaining walls. On steep lots, retaining walls and grade beams add concrete and excavation that a plan reviewer will expect to see priced. Mix designs with higher sulfate resistance show up near the waterfront. Our foundation estimating services cover these assemblies line by line.
Roof assembly choice in Oakland tracks exposure: Class A assemblies and ember-resistant detailing on hillside homes, and modified bitumen or single-ply on flat commercial roofs. We measure roof area by plane, then add slope, hips, valleys, parapet flashing and penetration count as separate quantities. Deck tear-off and disposal is its own line, since older Oakland roofs often carry multiple layers. Balcony and deck waterproofing on multifamily buildings is a frequent omission, so we carry it explicitly. Roofing estimating services lists the assemblies we price.
Quick check for a single element. For a full drawing set, send the plans and we measure everything, including the items calculators miss.
Typical waste: 3–5% for slabs, 5–10% for footings and walls. Truck count assumes 10 CY loads; confirm load size with your ready-mix supplier.

This example prices continuous footings for a stepped hillside foundation. Dimensions are illustrative; your plan set governs.
Step 1 — Measure the run. The footing runs 96 linear feet along the uphill wall, stepped in three segments. Width is 24 inches and depth is 12 inches.
Step 2 — Convert to volume. Cross-section = 2.0 ft × 1.0 ft = 2.0 SF. Volume = 96 LF × 2.0 SF = 192 CF. Divide by 27: 192 ÷ 27 = 7.11 CY.
Step 3 — Add waste. Typical waste for formed footings runs 5 to 8 percent. At 7 percent: 7.11 × 1.07 = 7.61 CY, rounded to 7.7 CY ordered.
Step 4 — Rebar. Assume five #5 bars continuous plus #4 stirrups at 12 in. on center. Longitudinal: 96 LF × 5 bars = 480 LF. Stirrups: 96 ÷ 1 = 96 each at 4.5 LF = 432 LF. Total 912 LF × 1.043 lb/LF = 951 lb, or 0.48 tons. With 5 percent lap and waste: 0.50 tons.
Step 5 — Formwork. Both sides, 12 in. high: 96 LF × 2 sides × 1.0 ft = 192 SF of contact area.
| Item | Calculation | Quantity | Unit |
|---|---|---|---|
| Footing concrete | 96 × 2.0 ÷ 27 × 1.07 | 7.7 | CY |
| Rebar, #5 and #4 | 912 LF × 1.043 ÷ 2000 × 1.05 | 0.50 | TON |
| Formwork, both sides | 96 × 2 × 1.0 | 192 | SF |
| Excavation, 3 ft wide × 2 ft deep | 96 × 3 × 2 ÷ 27 × 1.15 | 24.5 | CY |
Step 6 — Check against the site. On a sloped lot, the downhill face is deeper than 12 inches, so the actual formwork and concrete will exceed these figures. We re-measure from the section details rather than scaling the plan. If the geotechnical report calls for over-excavation and replacement, that volume is added as a separate line, not blended into the footing quantity. For a full residential scope, see residential estimating services, or send plans through our estimate request page.
Yes. We apply ZIP-code-adjusted material and labor pricing, so an Oakland address prices differently from a Central Valley address. That matters on public work and on private projects where union labor is used, because the labor component of concrete, framing and MEP line items shifts noticeably. We do not publish a single statewide rate card; the rate follows the project ZIP and the trade. If your project has a prevailing wage requirement, tell us at intake so we set the labor column correctly from the start.
We read the geotechnical report before we price earthwork. Where over-excavation and engineered fill are required, we carry excavation, haul-off, import and compaction as separate line items by cubic yard, with a swell factor on the bank volume. Mat slabs, deepened footings and piles are each priced as their own assembly. Without a geotech report we price the plan as drawn and flag the soil-dependent items as assumptions so you can see what is exposed.
Most projects come back in 24 to 48 hours, and rush turnaround is available. A podium multifamily building with full architectural, structural and MEP sets takes longer than a single-family remodel because the sheet count and the number of assemblies are much higher. Send the complete set at once, including structural and MEP, rather than in phases. Partial sets force assumptions, and assumptions are what create change orders later.
We deliver Excel workbooks and PDF reports organized by CSI MasterFormat division, with marked-up plan sets showing what was measured. The Excel file is structured so you can adjust quantities, unit costs and waste factors without rebuilding the sheet. Marked-up plans let your superintendent and subs see exactly which walls, runs and areas were counted. Both are included; you do not choose one or the other.
Yes. Hillside work is where quantity takeoff discipline matters most, because footing depths vary along the run and formwork area does not track concrete volume. We measure from section details rather than scaling the plan, and we carry retaining walls, drainage behind them and shoring as separate scopes. If the lot has a grade difference that requires a structural deck or caisson system, that is priced as its own assembly rather than folded into the foundation line.
We cover all three. Oakland's permit activity skews heavily toward multifamily, but the city also has warehouse, light industrial and retail work, particularly around the flatlands and the port area. Commercial and industrial takeoffs typically involve structural steel, metal stud and drywall assemblies, rooftop mechanical equipment and larger electrical service, all of which we price by piece or by count rather than by allowance. Tell us the occupancy and construction type at intake.
Seismic detailing appears as countable hardware: hold-downs, anchor bolts, shear-nail schedules, plywood nailing patterns and steel connection material. We take those off by count rather than carrying a percentage allowance. Title 24 affects equipment selection, insulation values, glazing and lighting power density, so it changes the MEP and envelope quantities. Code editions change on a local adoption cycle, so confirm the adopted edition with the Oakland building department before you lock the scope.
We cover Oakland along with Fresno, Sacramento, Long Beach, Bakersfield, Anaheim and Santa Ana, and the rest of California. Pricing is ZIP-code adjusted, so a takeoff for a Long Beach project uses different labor and material rates than one for Sacramento. If you have projects in more than one city, we can run them on the same template so the comparison is apples to apples. See the state page for the full coverage list.
The figures come from the U.S. Census Bureau Building Permits Survey, 2025, covering permits issued by the city itself for new privately-owned residential units only. That means the counts exclude commercial, industrial and alteration permits, and they exclude unincorporated areas of the county. Read them as a signal of residential construction volume, not as a total measure of Oakland construction activity. We do not adjust or extrapolate the published numbers.
Send the full plan set, the specifications, the geotechnical report if you have one, and any addenda. Tell us the project address or ZIP, the construction type, and whether prevailing wage applies. If you have a target budget or a prior estimate, send it so we can flag where the two diverge. The more complete the intake, the fewer assumptions sit in the final numbers, and assumptions are the first thing a reviewer challenges.
Send your plan set and specs and we will return a division-organized takeoff with marked-up drawings, typically within 24 to 48 hours.
